Minimum Qualifications:

Master’s degree in business, management, finance, or a related field.  10 years of proven financial, billing operations experience.  5 years of senior management experience in a complex organization.  

 

Preferred Qualifications:

Third party payer contracting experience is a plus.

 

Job Summary:

The Vice President of Revenue Cycle Operations (VP, RCO) is responsible for optimizing UTMB Health’s revenue cycle process and managing both hospital and professional accounts receivable.  The revenue cycle includes:  health system billing and collections, professional fee billing and collections, patient financial assistance, health system and professional coding, self-pay collections, vendor management, patient registration, customer service, training, and regulatory billing compliance.  The VP, RCO also performs other duties as required.

The VPRCO is a senior leader responsible for high-level strategic financial decisions around optimizing revenue and operations, including planning, developing, and leading all administrative and clinical support functions that contribute to the capture, management and collection of patient service revenue from all payers for all UTMB Health services.  Enhances and maintains an optimally functioning revenue cycle process to maximize revenue received from all payers for all UTMB Health services as well as aligns financial operations with business objectives.

Job Duties:

Technical Duties

  • Defines the overall revenue cycle strategy for UTMB Health.
  • Clearly defines, establishes and communicates revenue cycle performance expectations to staff in order to achieve UTMB goals in the areas of patient access, collections and customer satisfaction.
  • Collaborates with senior executives around revenue optimization and growth strategies. 
  • Ensures that performance expectations are measured and reported in a timely, clear, and transparent manner using a pre-designed system of metrics.
  • Ensures the development, implementation and compliance of appropriate policies and procedures regarding the revenue cycle function across UTMB.
  • Effectively communicates with all diverse constituents of revenue cycle to ensure that revenue cycle is meeting and exceeding expectations.
  • Ensures revenue cycle functions are effectively meeting all compliance regulations in accordance with relevant federal, state, and local regulations governing all aspects of the revenue cycle.
  • Works with operations, finance, and clinical leadership to align financial goals.
  • Drives digital transformation in revenue cycle processes.
  • Implements AI-driven and machine learning revenue cycle optimization.
  • Develops and promotes an environment of Service Excellence throughout UTMB.
  • Develop financial forecasts and revenue projections for strategic growth and revenue cycle operations improvement. 
  • Drives process and quality enhancements that result in improvement in key performance measures.  
  • Ensures accurate and timely billing and collection of all professional and technical services for UTMB Health.
  • Collaborates with the managed care function as it pertains to ensuring compliance with contract terms.
  • Provides leadership in collaboration with IT for revenue cycle system implementation and maintenance.

 

Administrative and Supervisory

  • Is a senior leader in the UTMB Health ecosystem, building a world-class revenue cycle function team and building the right complement of skills.
  • Is a key resource in providing guidance/mentorship to individuals in new roles.
  • Assesses the capabilities of staff members and provides needed guidance, performance feedback/correction, information, and mentorship.
  • Fosters an environment that motivates and inspires performance.
  • Initiates, develops, and supports employee development activities.

 

External Relations and Development

  • Serves as a liaison with the University of Texas System office to ensure compliance and representation of UTMB Health System policies and procedures.
  • Fosters relationships with clinical stakeholders, external agencies, and healthcare partners.
  • Maintains effective contacts and communication with UTMB Health at appropriate levels.
  • Demonstrates ability to present and market ideas.
  • Maintains key relationships with outside organizations related to the revenue cycle.

Knowledge/Abilities/Skills

  • Strong knowledge of federal and state collection laws, Medicare, Medicaid, and other third-party payor and regulatory requirements.
  • General knowledge of medical terminology and trends related to disease processes and the technology available for detection and treatment.
  • Strong communication and interpersonal skills with a high degree of professionalism in dealing with staff at all levels of the institution.
  • Demonstrated project management and performance improvement skills.
  • Effective problem-solving skills.
  • Ability to develop, prioritize, and accomplish goals.
  • Ability to analyze and evaluate data and make appropriate decisions/recommendations.
  • Performs related duties as required.
  • Must be able to work under pressure efficiently and accurately.

 

Salary Range:

Actual salary commensurate with experience.
