Job Description:
Provide specific, technical leadership of staff regarding fire safety codes, The Joint Commission standards and other codes and regulations in order to manage and maintain compliance with all applicable Federal, State and local requirements.

Scope: Institution-wide, all campuses, all areas

Essential Job Functions:

  • Plans, develops, directs and evaluates the Life Safety & Environment of Care (LSEOC) team in the development, implementation, monitoring, and continuous improvement of life safety and environment of care compliance to ensure compliance with federal, state, and local regulatory requirements and accreditation requirements.  Provides leadership direction to management.
  • Controls the liability of the institution through managing, monitoring, and actively abating life safety and Environment of Care (EOC) regulatory issues.
  • Provides application, maintenance and monitoring of The Joint Commission (TJC) standards necessary to operate the Institution.
  • Applies National Fire Protection Association (NFPA) codes to ensure institutional compliance, including Life Safe Code, Fire Alarm and Suppression Code.
  • Inspects and maintains fire detection and suppression systems, as well as reporting the performance of inspections to institutional committees and external authorities, such as the Texas State Fire Marshal’s Office (TSFMO) and TJC.
  • Inspects and maintains the overall Life Safety of Institutional facilities, and reports of these activities to external authorities and applicable institutional committees.
  • Manages the conduct of and response to external inspections from the TSFMO, TJC and University of Texas System loss prevention representatives.
  • Manages and coaches Fire and Life Safety staff.
  • Supports institutional committees including the Environment of Care Committee and the Life Safety Committee, as well as UT System Advisory Groups as appropriate.
  • Provides technical leadership to Fire and Life Safety staff in the proper interpretation and application of codes and applicable regulations.
  • Provides emergency response support as appropriate to Fire/Life Safety events and may support other disciplines within EHS during emergencies.
  • Manages assigned program budget.
  • Adheres to internal controls and reporting structure.
  • Performs related duties as required.

 

Knowledge/Skills/Abilities:

  • Detailed and in-depth experience with NFPA Codes, TJC Standards, their interpretation and practical application.
  • Experience applying NFPA codes, including Life Safety Code, Suppression Codes and Fire Alarm Code.
  • Extensive abilities with Environment of Care (EOC) Joint Commission Compliance
  • Extensive knowledge of Life Safety compliance related to Joint Commission requirements
  • Demonstrated competencies in regulatory site inspections for Life Safety, TJC EOC, and CMS Compliance.
  • Demonstrated ability to lead a team of professional and technical staff to achieve organizational and program goals.

    Minimum Qualifications:

    • Bachelor’s degree in a natural or applied science related field.
    • Five years related experience with a minimum of three years of management or supervisory responsibility
    • 24 or 40 hour HAZWOPER certification

    Preferred Qualifications:

    • Master’s degree in a natural or applied science or engineering or related field.
    • Five years related experience with five years of management or supervisory responsibility.
    • Three or more years managing TJC -EOC/Life Safety audits.
    • Certified in one or more of the following:
      • Certified Healthcare Facilities Manager (CHFM)
      • Certified Safety Professional (CSP)
      • Certified Industrial Hygienist (CIH)
      • Certified Fire Inspector (CFI)
      • Certified Healthcare Safety Professional (CHSP)

      Salary range:

      Beginning salary will likely range from $132,000 to $175,000 annually. Actual salary offered will be dependent on qualifications.
